Andrea Priori-Meintel is the Director of the
Bureau of Treatment Services for the PA
Department of Corrections. She began her
correctional career in 1992 at SCI Camp Hill,
working in the Diagnostic and Classification Center
(CDCC) as a Psychological Services Specialist.
She has also held positions as Corrections
Classification Treatment Manager, CDCC Mental
Health Director, as well as Staff Assistant to the
Executive Deputy Secretary. Ms. Priori-Meintel
received her B.A. from Gettysburg College with a
double major in psychology and biology. She
earned an M.S. from Millersville University in
psychology, and has completed much of her
doctoral work at Penn State University in Adult
Education and Community Psychology.
Richard F. Garipoli, Jr. is the
Ex. Dir. of Justice & Mercy Inc.
and is a 34-year veteran of law
enforcement, the last 12 years as
a chief of police for three jurisdictions
in PA. He has a MBA and a
Bachelors Degree in Criminal
Justice Admin Systems, and an
Assoc Degree in Police Science. Rich is the past
Chair of the Lancaster County Human Relations
Commission, and sits on various law enforcement
boards and committees in PA and the US. He is a
Use of Force Expert, has testified and prepared
briefs in federal cases, and teaches for Penn State
Univ. Justice & Safety Institute. He has designed
policy for law enforcement agencies that included
better business practices and ethical decision
making.
Deon E. Roth has been the Central Regional
Director of PA Board of Probation and Parole
since May 2007. Roth retired from a successful 20
year career with Lancaster County Court, where
he served as Probation Officer, Program Director,
Deputy Director, and Director of Adult Probation
and Parole Services.
Anthony Spears has been a parole agent in the
PBPP’s Scranton District since 1998. He is
certified by NCTI to facilitate cognitive behavioral
groups and is certified as a Motivational
Interviewing Trainer. He is currently assigned as
the Parole Agent covering the Lackawanna County
Reentry Court, which is an intensive supervision
program geared toward medium to high risk
offenders with significant drug or alcohol problems.
Tom ZeagerPresident Justice &
Mercy Inc., is also the owner of Hershey
Farm Restaurant & Motor Inn in
Lancaster, PA. Tom became aware of
the problems of prisoners and the
criminal justice system in 1998 and
formed an ecumenical, faith-based
nonprofit called Justice & Mercy, Inc.
J&M advocates for just public policy in
Pennsylvania. Tom believes everyone, especially the faith
community, needs to help change people's hearts. Tom
says, “If there is less crime, there will be fewer victims.”
More aftercare is also needed to help inmates get on the
right track to reinforce their positive efforts.
Mardiann Vincentis the Deputy Secretary
for Specialized Facilities and Programs
for the PA Dept of Corrections.
She supervises the following: Bureau of
Treatment Services, Bureau of Correctional
Education, Bureau of Community
Corrections and the Office of Victim Services.
She also supervises the following
institutions: Chester, Laurel Highlands, Pittsburgh and
Waymart. She is responsible for the treatment, programming
and educational services for all inmates at all the
department’s 27 institutions. She is responsible for the
Community Corrections Centers (CCCs), both department
operated and contract facilities, throughout PA.
Lance CouturierPh.D., is the Senior
Forensic Consultant for FATC (Family
Advocacy and Training Center for Serious
Mental Illness). He assists state and
county forensic task forces to develop
strategies to divert persons with mental
illness from the criminal justice system.
He conducts mental health training for
police and corrections officers and others
interested in forensic services. Lance is a Psychologist
on the hospital medical staff at Philhaven Behavioral
Healthcare Services where many of his clients have been
enmeshed in the criminal justice system. He is on the
Board of Directors of the Lancaster County Victim Offender
Reconciliation Program assisting LA VORP develop a Circles
of Support and Accountability program for sex offenders
returning to the community from prison.
Lance retired in 2007 as the Chief of Psychological Services
for the PA Department of Corrections after nearly 28
years of service. For 15 years, he directed the mental
health and sex offender treatment services in the DOC’s
27 prisons. Prior to that, he served as the Chief Psychologist
at SCI Graterford, psychologist at the SE Secure
Treatment Unit, and Director of the Juvenile Justice Center
Training Institute.

sessions with inmates for discussion, study, and prayer
to encourage positive living. Now serving for more than 50 years.
